RATIONALE:
Discipline
is integral for peaceful and harmonious living as well as for ensuring a safe
and secure school environment. It is essential for inculcating the right
values, so that children grow up to be productive and responsible citizens
imbibed with good human values and principles. Of late, it has
become obvious that our youth are indulging in undesirable habits and other
vices inhibiting them from becoming both productive individuals and responsible
citizens. Recognizing the importance of discipline in schools where future
citizens are groomed, it is essential to institute proper disciplining
mechanism, so that the schools have safe and supportive environment for our
learners.
Therefore, the concern and need is shown and felt in
many quarters, right from policy makers to people at large, to come up with a
very comprehensive School Discipline Policy to be used as a strong deterrent to
reverse this socially undesirable trend among our students. Through our School
Discipline Policy, we pledge to bring in positive and healthy changes in the
attitudes and behaviours of students and re-affirm our commitments to curb any
disciplinary problems in our schools from now onwards. Further, through this
policy, we pledge to ensure a safe, caring, healthy and conducive school
environment infused with values and principles of GNH and to achieve academic
excellence. Simultaneously, this policy document is geared towards promoting in
our students a sense of admiration and appreciation to our DriglamNamzha, a much revered Bhutanese etiquette.
Henceforth, the school shall adopt ZERO TOLERANCE to any student’s
indiscipline and stand in solidarity with the Ministry of Education and Royal
Government of Bhutan.
OBJECTIVES:
The main objective is not to
punish our students but to guide, to reform and to bring out the best that is
there in every individual. We keep reminding our students and parents that each
and every child is gifted and have the potential to excel, to succeed in life.
In sum, our School Level Discipline Policy intends to achieve the following
objectives:
1.
Maintain fairness and consistency
in addressing disciplinary issues.
2.
To
mould and produce highly principled and disciplined future citizens.
3.
To
enrich and continue celebration of time-tested Bhutanese social bonds based on Tha-Damtse-Lay-Jumdrey.
4.
To
build a school environment based on positive behaviour, mutual respect and
cooperation.
5.
Aim for zero occurrence of
indiscipline by
our students both inside and outside the school premises.
6.
To make the school rules and
regulations clear to all the stakeholders
7.
To involve parents and other
stakeholders as part of the school disciplinary board.
8.
To maintain clear disciplinary
record of students.
SCHOOL
DISCIPLINE MODEL
1. The
school should constitute Student Support Service, School Discipline Committee
and School Management Board/ School Management Team for proper functioning of
the school.
2. The
school administration in consultation with SMB should set up effective School
Discipline Committee.
3. The
role and responsibilities of the School Discipline Committee should be to
design and implement various aspects of discipline like
a. Preventive
measure,
b. Corrective
measures and
c. Terminal
measures.
4. Preventive
measures undertaken by the School Discipline Committee should start with
Awareness programmes for parents, teachers and students. The awareness
programme for parents should be organized during parents-teachers’ meeting
involving spokespersons from parents, police, monastic body etc. to deliver
talks on school discipline. The teachers’ awareness programme can be conducted
as SBIP on counseling, positive disciplining etc. The awareness programme for
students can meaningfully take place during the orientation after their
admission to the school.
Further, students’ undertaking during their
admission can also be used as a tool to deter them from creating disciplinary
problems.
Finally, the school administration should carry out
constant vigilance on the activities of students capitalizing on the wisdom and
efforts of class teachers, subject teachers, house advisors, councilors and
class monitors.
5. Corrective
measures of Discipline Committee should be carried as a positive disciplining
method to reform indiscipline students. If the student is found breaching the
school rules and regulations, he/she should be referred to Discipline Committee
for final warning. Other corrective measures includes talks by RBP, Lams etc
and reflecting discipline policy in students’ hand book. All corrective
measures taken by the School Discipline Committee should be reported to the
defaulter’s parents/ guardians.
6. The
offences of serious nature and criminal intent fall under the terminal
measures. The cases of such nature should be thoroughly investigated before the
decisions are made by the School Discipline Committee. They should immediately
informed to the parents/guardians, office of DEO and other stake holders.

Possible offenses and sanctions (framework):
Depending on the
severity of the violation of school rules and regulations, possible offenses in
the schools and sanctions have been suggested and classified into different
levels. This framework is intended to be referred by the school and
stakeholders during the implementation of disciplinary actions.
However, any
offense that is of criminal in nature is beyond the scope of this Policy Guide
book and will have to be dealt in accordance with the law of the land. Also
Disciplinary Action shall also be taken even if the offences are committed
outside the School.

Additional
provisions:
1.
Students should have 90% attendance.
A student failing to meet the requirement will not be allowed to write the
examination. Consideration will be made only on medical grounds and demise of
parents and siblings. Student should produce medical certificate and
prescription alone will not be accepted.
2.
Offences related to civil case such as pregnancy will be
dealt as per legal provisions.
3.
Disciplinary actions shall also be
taken even if the offences are committed outside the school.
4.
Detension: A student may
require to serve detention either during Physical Education, club time and
library periods, or after school hours. During detention the student will be
monitored by Teacher on Duty.
5.
Suspension:
A
suspension is the temporary removal of a student from school for committing
either one or more of the offenses in all levels. It shall be sanctioned for a
maximum of 10 school days. Corrective measures such as assignment, additional
works will be assigned to be supervised by parents. Child will not be accepted
back until requirements are fulfilled. Thus the number of days missing the class shall be considered absent
and the school rule on attendance requirement shall also be applied.
The school will also give suspension for one academic year to a child requiring
rehabilitation. The
student can be readmitted in the school if the rehabilitation center has issued
a certificate certifying that the child is clean and is in a normal state of
mind.
While sending a student on suspension, the
student must be issued with a written order and handed over to the parent by
the school management.
6.
Students violating policies with
regard to library, store, classroom, clubs, sports, SUPW will be dealt in
accordance with this policy depending on the nature of offences.
7.
Offences of criminal nature shall be dealt by law enforcement agencies such as
police and court. The child shall not attend class during hearing of the case.
Thus the number of days missing the class shall be considered absent and the
school rule on attendance requirement shall also be applied. The child if proven
guilty of the crime – both bailable
and non-bailable is automatically expelled.
8.
Expulsion is
the last resort and can be applied after taking a series of both preventive and
corrective measures. It should, however, be proceeded by suspension unless the
offense is of criminal nature. The student must be issued a written order along
with all disciplinary records outlining the measures undertaken to correct the
child, transfer certificates and any other relevant documents and handed over
to the guardian/parent.
However, Expulsion may not be sanctioned to students of age 12 (on the day of
offense) and below.
9.
The school will not admit any
student who is expelled from other schools.
10.
The discipline policy is subject to
change to accommodate changes in the school policy. However, the existing
policies should be applied if the incidents occurred before the rectifications.
11.
The School Discipline Committee and the
Student Support Service will study the nature and degree of offence and levy
sanctions if the offence is not mentioned in the policy.
A
student once expelled cannot attend any school in the country.
